Elizabeth Carlock Phillips
Founder
Elizabeth Carlock Phillips is the founder of No More Victims, a national advocacy organization that passes child protection laws. Phillips launched this work in honor of her late brother, Trey Carlock. Trey was groomed and abused at Kanakuk Kamps based in Southwest Missouri, then silenced with a restrictive NDA in the civil settlement process. Trey died by suicide in 2019 after telling a therapist, “They will always control me, and I’ll never be free.” Rather than retreating into grief, Phillips turned that loss into legislative action by creating the Trey’s Law movement to end the misuse of NDAs in child sexual abuse and trafficking cases, in hopes that other victims don’t suffer in silence.
Beyond Trey’s Law, Phillips has built No More Victims into a multi-initiative organization with distinct campaigns and programs addressing youth camp safety standards, statute of limitations reform for child sexual abuse and trafficking victims, and survivor support. She has become a respected and sought-after voice and coalition builder in the global advocacy space, turning pain into purpose and working each day to keep kids safe.
A certified crime victim advocate, Elizabeth also works directly with survivors of child sexual abuse, trafficking, and institutional negligence in their pursuit of healing and justice. She is the current Chair of the Dallas Foundation Board of Governors and serves as Executive Director of the Phillips Foundation, which helped launch the Safe Childhood Initiative and Child Safeguarding Lab, among many other contributions to community projects and causes. She and her husband, Kevin, enjoy life with their three children in Texas and North Carolina.

Blake Bonner
Co-Founder
Blake Bonner is a father of four daughters. On July 4, 2025, he and his wife, Caitlin, lost their oldest, Lila, in the flood at Camp Mystic, along with the 26 other girls and counselors the families now call Heaven's 27.
Lila was a natural leader with an electric smile, fiercely devoted to her little sisters, and certain she would one day open an animal rescue. Her family carries that forward through Lila's Light, which protects children and rescues animals in crisis.
In the weeks after the flood, Blake learned that the safety plans he had assumed were in place did not exist. He co-founded the Safe Summers Foundation to close that gap for every family, has testified before the Texas Legislature, and has worked with parents, camps, and lawmakers across multiple states to pass and implement new camp safety standards.
He does not consider this work a cause. It is the mission of the rest of his life, and it is a simple one: every child who goes to camp comes home.
